Don't forget to reboot for the changes to take effect. However, if you have upgraded from an older version of Jessie to the current version of Jessie, you will need to run the following command first to update your USB modules:
cd /etc/usb_modeswitch.d/
lsusb -d 0c8f:5a00 -d 12d1:5a03
The last thing you need to do, is to make sure the usb_modeswitch program does know about your modem. Add the following lines to /etc/usb_modeswitch.d/00_huawei.conf:

If the switch did not succeed, the problem is that your Windows drivers are not installed on the device. However, if the switch is successful, usb_modeswitch will discover the modem and open the /dev/ttyUSB* devices. The default number for that is 3. You can use the --tty switch to open other serial ports. You can use the --list option to print a list of available modems.
The file RPi_Image_for_Huawei_E160 is a good starting point. It has already all these packages preinstalled but of course without usb_modeswitch. If the file is missing or the modem is not switching over, run sudo opkg update and 827ec27edc
